Village of Bronxville Court is Busy and Could Face a Big Change

Jan. 17, 2024: The Village of Bronxville Board of Trustees met on January 8, 2024. Mayor Marvin reported that the merchants in Bronxville had a "pretty good" holiday season.
Village Administrator James Palmer reminded residents that during a snow event, they should clear their sidewalks within 24 hours and not plow the snow from their driveways onto public roads.
Bronxville Justices William Primps and Natasha Nordahl attended the meeting. Mayor Marvin thanked them for their work and noted they are on duty 24/7. For example, Justice Primps reported a recent arrest of a defendant at 11 pm.

Justice Primps reported that the Court is under pressure due to a "political problem." Specifically, the State Bar Association is recommending abolishing town and village courts in New York and replacing them with district courts. The stated reason is that the majority of judges in upstate New York do not have law degrees. Primps noted that, while this is an issue upstate, this is not the case in Westchester or Bronxville. He further said that he does not think it would be good for the village to have its cases "consigned to a non-local forum." If this recommendation moves forward, it would need to be signed into law by the Governor.
Justice Primps also said that the Westchester court system is implementing the "Centralized Arraignment Program," known as "CAP," next month. This is being implemented because cases are now heard throughout Westchester County, and the District Attorney can't provide representation at all the arraignment proceedings.
Justice Nordahl commented that the Bronxville court is "very busy" with criminal, vehicle, and traffic cases and now has a Spanish interpreter. She also said there has been an uptick in landlord/tenant issues. Finally, she said the court conducted its first jury trial in 30 years.
