Governor Hochul's Proposed Housing Compact is not in the 2024 NY State Budget

April 26, 2023:  Governor Hochul has been advocating for building more affordable housing in New York State and proposed a plan known as the "Housing Compact."

This plan required that "downstate" counties including Westchester grow their affordable housing stock by 3% every three years and upstate counties grow theirs by 1% every three years.  It also called for communities to build at least 50 homes per acre on average within a half-mile of railroad stations.  Finally, it said that if localities don’t meet their affordable housing targets, New York State can override local zoning requirements in favor of any new development, and essentially force communities to accept new projects.

Many local officials opposed Hochul's Affordable Housing plan including Westchester County Executive George Latimer, Westchester County Legislator James Nolan, Westchester County Assemblywoman Amy Paulin, NY State Senator Shelly Mayer, and Bronxville Mayor Mary Marvin. Click here to read Marvin's recent column about this proposal. On March 4th, the Westchester County Legislature Minority Caucus introduced a Legislative Resolution Against Governor Hochul’s New York Housing Compact.

Governor Hochul initially allocated $250 million in the State Budget to help pay for infrastructure, planning and technical assistance for this Affordable Housing plan. However, in order to move toward getting the State Budget passed, the Governor submitted an amendment to her budget that removed this funding. The revised budget maintains $25 million to build 100,000 affordable housing units.  As of this writing, the Governor and legislative leaders are still working on a Budget deal.
